GBV policy is a field where the gap between policy language and lived outcomes is painful and well-documented: shelters at capacity, crisis lines understaffed, legal system failures for survivors that persist across decades of reform attempts. A minister who came to the role with broadcast journalism's instinct for making complexity visible and real — rather than the policy bureaucracy's instinct for process and framework — brought something different to how the work was communicated if not always to how it was implemented. Toronto Centre is one of the most economically diverse ridings in Canada, and her representation of a community that spans extreme wealth and extreme poverty gave her a direct connection to the social file she was managing.
