Jill Dunlop serves as Ontario's Minister of Colleges and Universities and has overseen the portfolio during one of the most turbulent periods in Ontario's post-secondary history. The combination of a federal cap on international student visas — introduced after years of unchecked growth in international enrolment that had become the financial backbone of Ontario's college system — and a provincial tuition freeze that has kept domestic tuition static while costs have risen created a fiscal crisis that has forced college mergers, program cuts, and in some cases institutional restructuring.
