Jean-Yves Duclos

Jean-Yves Duclos has been a Member of Parliament for Québec Centre since 2015 and held some of the most consequential portfolios in the Trudeau government: Minister of Families, Children and Social Development; Minister of Health; and Minister of Public Services and Procurement. As Health Minister from 2021 to 2023, he presided over a period when Canada's healthcare system was under extraordinary stress — nursing shortages, surgical backlogs reaching record highs, emergency departments on the verge of collapse in provinces from coast to coast, and a wave of physician burnout. The federal-provincial relationship on health funding remained contentious, with provinces demanding unconditional transfers and Ottawa attaching conditions. As Minister of Public Services and Procurement, he highlighted new housing properties in Quebec — incremental steps against a structural crisis. He was not included in Mark Carney's cabinet when it was formed in 2025. After a decade of federal Liberal government, the housing affordability and healthcare access crises that dominated his portfolios remain unresolved for millions of Canadians.
