Mike Savage

I have family in Halifax and what they describe is a city that's transformed in ways that leave longtime residents behind. Mike Savage has been mayor since 2012 — a very long tenure. In that time Halifax has grown and attracted investment, which sounds good. But rent for a basic apartment has more than doubled. Newcomers and young families are being priced out. The infrastructure — transit, roads, water — has not kept up with the growth. Being mayor for over a decade through that level of affordability deterioration deserves hard questions. A city should grow in ways that benefit the people already living there, not just investors.

Halifax used to be one of Canada's more affordable cities — that's ancient history now. Rents have exploded, driven by an influx of newcomers and students with housing supply that hasn't kept up. Mayor Savage has been in office through this entire transformation. Some of it is driven by demand that's hard to control, but city hall's response on housing supply and tenant protections has been too slow. Long-time Halifax families are being priced out of the city they grew up in. That is not acceptable and it needs urgent attention.

Mike Savage served as Mayor of Halifax from 2012 to 2024 — twelve years, making him one of the longest-serving mayors of a major Canadian city in the modern era. Under his leadership, Halifax became one of the fastest-growing cities in Canada, a transformation driven by out-migration from expensive Ontario and BC markets, a growing university population, and deliberate investment in economic development. That growth is Savage's most visible legacy. New transit infrastructure, the Cogswell Interchange redevelopment into a green urban district, and sustained attention to the city's economic profile all occurred on his watch. Halifax today is a more nationally significant city than it was when he took office. The growth also created a housing affordability crisis that the city has not solved. Home prices rose dramatically over his tenure, and the affordable housing pipeline did not keep pace. Savage implemented regulatory changes — allowing secondary suites, waiving fees, leasing municipal land — but acknowledged that the scale of the problem exceeded municipal tools. The challenge of housing in Halifax, as in most Canadian cities, requires provincial and federal partnership that was not consistently forthcoming. In October 2024, he was appointed Lieutenant Governor of Nova Scotia — a recognition of his public service and a transition from elected to viceregal life. His mayoral tenure ended with a city meaningfully improved in many dimensions and still struggling with the central challenge of affordability. Reviewed as a citizen who watched Halifax grow into its potential under Mayor Savage — and who hopes the city's next chapter addresses the affordability challenges that growth left behind.
