Brian Pallister served as Premier of Manitoba from 2016 to 2021 and left office under pressure — not from an election loss but from within his own party, after a series of controversies that had made him a political liability even for the Progressive Conservatives. The list of alienated stakeholders was notable. Indigenous leaders condemned his comments about reconciliation — including a statement that Manitoba's original European settlers "didn't come here to destroy anything," a remark that generated widespread condemnation for its historical ignorance. Teachers went on full strike in 2020, the first in Manitoba's history, over funding cuts and contract disputes. Healthcare workers faced wage rollbacks and constraints under his government. He also faced controversy over extensive time spent at a vacation property in Costa Rica — including during a critical period of COVID-19 response — which generated significant criticism about his commitment to governing the province he was elected to lead. He initially disputed the characterization before acknowledging the trips. On the credit side: Pallister managed Manitoba's finances with genuine fiscal discipline, reducing a deficit he inherited and moving toward balance. His government invested in some infrastructure. During the early COVID period, Manitoba's initial response was reasonably managed. But the accumulation of controversies, the damage to relationships with Indigenous communities, public sector workers, and his own party's progressive wing, and the questions about his commitment to being physically present in Manitoba ultimately pushed him to resign before the 2023 election.
