Sean Fraser

Sean Fraser represented Central Nova in Nova Scotia as a Liberal Member of Parliament and served in two consecutive cabinet portfolios that were among the most consequential and contested in recent Canadian governance: Immigration, Refugees and Citizenship (2021-2023), and Housing, Infrastructure and Communities (2023-2025). His immigration tenure coincided with record levels of immigration to Canada — including a dramatic expansion of the temporary foreign worker and international student permit systems — that has become central to the debate about Canada's housing affordability crisis. The population growth substantially outpaced housing construction capacity, contributing to price increases and rental cost increases that have dominated domestic political debate. The policy case for immigration levels was substantive, but the failure to coordinate supply-side housing policy with demand-side immigration policy was a consequential policy design error at the federal level regardless of which portfolio bears the responsibility. As Housing Minister, he inherited the consequences of that mismatch and the challenge of exercising federal tools — primarily financial — on a problem that is primarily a matter of provincial and municipal land use regulation. The Housing Accelerator Fund, which tied federal infrastructure funding to municipal zoning reforms, was a meaningful federal instrument for a file where federal tools are otherwise limited. The degree to which it will change housing affordability outcomes depends on municipal implementation timelines and construction capacity, both of which operate on long lags. He brought intelligence and genuine engagement to both portfolios. The systemic problems were larger than any minister's tenure.
