Stephen Harper

Stephen Harper served as Prime Minister of Canada from 2006 to 2015 — nearly ten years across three consecutive election victories, including the 2011 majority that gave the Conservative Party its longest stretch in government since the Mulroney era. He is the most electorally successful Conservative leader in a generation and left office by electoral defeat rather than internal revolt, which is itself a measure of political discipline rare in Canadian politics. Harper's governing record is a study in competence and constraint. His government managed the 2008-2009 financial crisis with fiscal stimulus that, whatever ideological purists on the right thought of it, helped Canada weather the recession better than most comparable economies. His promotion of the Canada-EU Comprehensive Economic and Trade Agreement (CETA) represented a genuine diversification of Canada's trade relationships. His emphasis on resource sector development, particularly oil sands expansion, reflected both the economic logic of a commodity boom and a political calculation about which provinces and which industries were central to Conservative electoral success. The constraints on his record are also real. His government's approach to parliamentary accountability — proroguing Parliament during a confidence crisis, limiting information to the media, managing cabinet with unusually tight central control — contributed to a governing culture that eroded institutional norms in ways that took years to repair. His climate policy was a consistent weakness: Canada withdrew from the Kyoto Protocol under his government and did not replace it with a domestic framework adequate to the challenge.
