Corinna Forbes

Corinna Forbes called me in November 2013, on the direction of Janice David, in response to my ongoing inquiry about being rejected for two City of Toronto building examiner positions despite my qualifications as a licensed architect. I will give Corinna this: she made the call. In a situation where I had been largely stonewalled, she at least picked up the phone. But what she told me during that call was, in some ways, more troubling than the silence that had come before. She confirmed two things that are deeply problematic about the City's hiring process. First, that the screening process gave no weight to a candidate's level of education, professional qualifications, professional experience, or professional designation. Second, that the interview covered only approximately 5% of the items listed on the job description. She was not able to provide the specific information I had requested about the qualifications of the selected candidates. I understand Corinna was acting within her role and under the direction of management. But these are not minor procedural details she revealed; these are fundamental admissions that the City's hiring process is structurally flawed and works against qualified professionals. A licensed architect with nine years of training should not be evaluated as though their credentials are worthless. The fact that these admissions were made casually, as though they were standard and acceptable, is itself telling. Responsiveness: 3/5. Did make contact as directed. Transparency: 2/5. Confirmed the process flaws but could not or would not provide the specific information requested. Effectiveness: 1/5. The call resolved nothing; concerns remained entirely unaddressed.
