Ravi Kahlon

Ravi Kahlon serves as British Columbia's Minister of Housing and Municipal Affairs and has been at the centre of Premier Eby's housing reform agenda — the most ambitious provincial intervention in zoning and land use in a generation. He has been the political implementer of the upzoning legislation that eliminated single-family exclusionary zoning in BC municipalities, the transit-oriented development density requirements near SkyTrain and bus rapid transit stations, and the accompanying streamlining of development permit processes. This is genuinely difficult political work. Zoning is municipal jurisdiction and municipalities protect it jealously. The Eby government's decision to use provincial override powers to impose density requirements on municipalities — particularly Metro Vancouver cities that had resisted density for decades — created political conflict with mayors and councillors who had built careers on maintaining the character of their low-density neighbourhoods. Kahlon has had to manage those relationships while maintaining the direction of the policy. The policy logic is sound: BC's housing shortage is concentrated in the urban areas where transit already exists or is planned, and the failure to allow density near transit is simultaneously a housing policy failure and a climate policy failure. The resistance from established homeowners and municipal governments reflects the interests of people who benefit from housing scarcity rather than a principled objection to the policy's goals. The question for Kahlon's record is whether the pipeline of new housing developments that the policy changes enabled is actually translating into constructed units at a pace that moves affordability, or whether upstream constraints — construction costs, labour, financing, municipal processing even within the new framework — are preventing the supply response the policy was designed to produce.
