Amanda Mcdougall

Amanda McDougall has served as Mayor of the Cape Breton Regional Municipality since 2020, inheriting a city with structural economic challenges that have compounded over decades of industrial decline. Cape Breton's economy was built on coal and steel that no longer exist at scale. The transition to a post-industrial economy — based on tourism, remote work migration, and government employment — has been partial and uneven. CBRM carries more per-capita debt than almost any Canadian municipality, the legacy of an industrial city whose tax base shrank faster than its obligations. Infrastructure is aging. Population has been declining for decades, though recent years have seen modest recovery driven by immigration and Atlantic Canada's post-pandemic attractiveness. McDougall has been an energetic and media-savvy mayor who has successfully raised Cape Breton's national profile. She has advocated for provincial and federal infrastructure investment with some success. But the fundamental fiscal mathematics of running a municipality with CBRM's debt load, aging infrastructure, and a constrained tax base cannot be solved through advocacy alone. The residents of Cape Breton are paying among the highest municipal property tax rates in Nova Scotia for services that are not keeping pace with what those rates should provide. Road maintenance, transit, recreation, and housing support all show the strain of fiscal constraints that no individual mayor can overcome without structural change in how the provincial and federal governments support fiscally stressed municipalities. McDougall is working in a genuinely difficult context. The economic conditions Cape Bretoners experience daily require solutions bigger than any one mayor can deliver.
