Stan Kutcher

Stan Kutcher has spent his career studying youth mental health and developing programs that actually work in schools and communities. His Senate appointment put that expertise directly into the room where mental health legislation gets reviewed. The difference between a politician asking about mental health policy and a psychiatrist asking about it is the difference between reading the headlines and understanding the literature. Stan Kutcher was appointed to the Senate of Canada in 2018, representing Nova Scotia, after a distinguished career as a psychiatrist and youth mental health researcher at Dalhousie University. He is a pioneer of school-based mental health literacy programs in Canada and internationally — work that has put mental health education into curricula in provinces across Canada and in countries around the world. His Senate contributions have been most distinctive on mental health policy, youth mental health specifically, and the intersection of mental health with education, housing, and social determinants. He approaches legislation on these files as a clinician and researcher — asking what the evidence shows, what the intervention theory is, and whether the proposed policy will actually produce the health outcomes it claims to target. This is a different framing than most legislative review, and it produces different and often sharper questions. On pharmacare, on mental health services, and on the regulation of substances, Kutcher has brought a clinician's insistence on evidence over ideology that cuts across political lines — sometimes supporting more conservative positions on harm reduction where the evidence is ambiguous, sometimes supporting more progressive positions on mental health investment where the evidence is clear. The Senate needs people who ask "what does the evidence say?" as often as people who ask "what does my party want?" Kutcher has been doing the former more consistently than most.
