Immigration is supposed to be a strength for Canada — and it can be. But under Miller the files got mismanaged. Too many people arriving too fast without the housing, healthcare, or infrastructure to support them properly. That wasn't fair to newcomers who deserved better support, and it wasn't fair to the Canadians already struggling to find affordable housing. Good immigration policy requires serious planning. Marc Miller's most consequential role was as Minister of Immigration, Refugees and Citizenship from 2023 to 2025 — a file that became one of the most politically contested in recent Canadian history. Canada's immigration intake reached unprecedented levels during this period, with the temporary resident population crossing one million and public opinion shifting sharply on the pace and scale of newcomer arrivals. Miller oversaw both the peak of that intake and the subsequent pivot: his government announced significant reductions to immigration targets in 2024, cutting permanent resident admissions and tightening international student policies. Critics on the right argued the reductions came too late; critics on the immigration-advocacy side argued they were too aggressive and created uncertainty for people mid-process. Managing that pivot required navigating genuinely irreconcilable pressures. After sitting out of Carney's initial cabinet, Miller returned in December 2025 as Minister of Canadian Identity and Culture following Steven Guilbeault's resignation. The culture portfolio — covering Canadian content, official languages, and the identity debates that animate significant public discourse — is substantively different from immigration but equally contested. Miller is a thoughtful minister who engages seriously with complex files. He inherited an immigration system that had been pushed beyond its integration capacity and attempted a course correction under significant political pressure. Whether the correction was well-calibrated will be debated for years. Reviewed as a citizen who believes Canada's immigration system is one of its greatest strengths — and who expects the minister responsible for it to manage both its ambitions and its limits with equal honesty.
