François Bonnardel has been managing Quebec's Transport portfolio through the politically exhausting saga of the third link — the proposed Lévis-Quebec City tunnel that has been a CAQ commitment, faced massive cost assessments, been partially cancelled, partially revived, and remains politically central to the party's Quebec City base regardless of engineering reality. The EV charging infrastructure work is less visible but probably more consequential for Quebec's actual transportation future. The province is ahead of most of Canada on EV adoption and the charging network along rural roads and highways is the infrastructure gap that determines whether that adoption spreads.
